In line with this, the Socio-Cultural Committee proposes the following program and guidelines for the conduct of stARTright: The Temasek Foundation-NUS Model ASEAN Children’s Arts Festival and Competition.

In the Model ASEAN 2007 Socio-Cultural Committee, we believe that the quest for human rights awareness begins with the young. The journey towards an ASEAN community of caring and sharing societies that uphold human rights for all will become a more meaningful one by starting it right – by empowering the rights of our future.

Program and Guidelines:

1. The Competition shall feature two major events: Painting and Poem Writing. The Painting event shall be divided into two divisions, namely Middle (for contestants aged 11 to 16 years) and Senior (for contestants aged 17 to 25 years). The Poem Writing competition shall be divided into two divisions, namely Middle (for contestants aged 11 to 16 years) and Senior (for contestants 17 to 25 years).

2. Entries to the Competition shall revolve around this year’s theme, “Starting the future right: Empowering the rights of our future.”

3.The Painting event shall be open to all citizens of ASEAN member states from ages 11 to 25 years.

4.Participants to the Painting event must submit the following:

4.1 an official document/certificate of live birth in an ASEAN member state

4.2 a duly accomplished Registration Form which is available from the stARTright National Secretariats in the affiliate schools and universities of the ASEAN University Network (AUN) or downloaded online at startright08@yahoogroups.com.

4.3 an official entry that meets the following requirement:

4.3.1 must be rendered on either cardboard or canvas, the sizes ranging from A3 to 24 in x 36 in, and using any type of medium (pastel, oil, watercolour, charcoal, etc).

4.3.2 must not bear the name of the participant. A unique code shall be assigned to each entry to avoid biases during the judging process.

4.3.3 must be submitted to a stARTright National Secretariat by 5:00 PM, October 3, 2008.
5. Entries to the Painting event shall be judged according to the following criteria:

5.1 Originality and Relevance to ASEAN and the Region. Participants must be able to relate the entries they are going to submit to the region in general and express their message in a regionally-friendly and coherent manner.

5.2 Artistic Composition (Quality of Work). Entries should be able to clearly express what they intend to express and impress to the readers. However, this does not limit contestants to creating “neat” forms of artwork.

5.3 Theme Interpretation. Entries must be able to relate to the current theme.

5.4 Societal Impact. Entries, in their own subtle ways, must be able to impact how the readers view society in terms of the current theme.

6. Ten winning entries shall be proclaimed for each division. In the Seniors’ division, each winner shall receive Sg$750 for the third place, Sg$1,500 for the second place and Sg$3,000.00 for the champion. The other seven winning entries shall each receive a consolation prize of Sg$300 each. As for the Middles’ division, each winner shall receive Sg$500 for the third place, Sg$1000 for the second place, and Sg$2000 for the first place. The other seven winning entries shall receive a consolation prize of Sg$200. The winners shall also each receive a Temasek Foundation-NUS plaque of recognition. Only one painting per contestant will be allowed.

7. Entries to the Painting event shall become property of the stARTright Central Secretariat and shall not be returned to the participants after the duration of the competition. The stARTright Central Secretariat reserves all rights to digitally reproduce and publish the entries on print and online.

8. The Poem Writing event shall be open to all citizens of ASEAN member states from ages 9 to 25 years.

9. Participants to the event must submit the following:

9.1 an official document/certificate of live birth in an ASEAN member state

9.2 a duly accomplished Registration Form which is available from the stARTright National Secretariats in the affiliate schools and universities of the ASEAN University Network (AUN) or downloaded online at startright08@yahoogroups.com.

9.3 an official entry that meets the following requirement:

9.3.1 may follow a verse, rhyme or meter pattern or be in free verse

9.3.2 must be in any one, but not a combination of the following languages: Bahasa, Burmese, Chinese, English, Filipino, Khmer, Lao, Thai or Vietnamese. Contestants have the choice of writing their poems either in their local language or in English. In the event a contestant chooses to write his or her prose in the local language, he or she is required to do her own translation to preserve, as much as possible, the original thought of his or her work and thus pass two entries (one in the local language and the other in English). Nonetheless, both versions, non-English and English, shall be presented before the panel for judging.

9.3.3 must not have been previously published anywhere or received citation from an award-giving institution

9.3.4 must not exceed two letter-size pages, and set in either Times New Roman, Arial or Book Antiqua, 12 points

9.3.5 must not bear the name of the participant. A unique code shall be assigned to each entry to avoid biases during the judging process.

9.3.6 must be submitted to a stARTright National Secretariat by 5:00 PM, October 3, 2008 or via electronic mail as an MS Word attachment to startright08@gmail.com.

10. Participants for the poem writing may submit up to two (2) entries at most.

11. Entries to the Poem Writing event shall be judged according to the following criteria:

11.1 Originality. Poems to be passed must be an original work of the author and must not be copied from any published work.

11.2 Thought Expression (Quality of Work). Entries should be able to clearly express what they intend to express and impress to the readers.

11.3 Societal Impact. Entries, in their own subtle ways, must be able to impact how the readers view society in terms of the current theme.

12. Ten winning entries shall be proclaimed for each division. 14. Intellectual honesty is a value held by this organization in the highest esteem. Thus, any amount or form of cheating, such as plagiarism, stealing other’s works and tampering official documents, are strictly prohibited by the organizers. Contestants found guilty of such acts will have their entries automatically disqualified. The said contestants will also be banned from future editions of this contest.
