SINGAPORE – ASEAN YOUTH FUND Application NOW OPEN

The main aim of the Singapore-ASEAN Youth Fund is to promote greater interaction among youth in the ASEAN member countries.  The Fund supports partnerships among ASEAN youth and youth sector organisations, thus contributing to greater understanding and closer ties within the ASEAN community.  The Fund aims to foster ASEAN unity in ASEAN youth and promote greater awareness of ASEAN internationally.

 

Objectives

  • To promote ASEAN youth interaction and develop ASEAN youths between the age of 15 and 35 through participation in ASEAN youth projects;
  • To promote greater understanding of ASEAN member countries among ASEAN youth; and
  • To encourage youth sector organisations to network with one another, share best practices and partner one another in joint youth projects to foster greater community building efforts.

 

 

Who Administers the Singapore - ASEAN Youth Fund?

The National Youth Council (NYC) of Singapore administers the SGD$1 million a year fund for a period of 5 years from 2007 to 2011.  NYC is the national co-ordinating body for youth affairs in Singapore.  More information on NYC can be found on www.nyc.pa.gov.sg.

 

Who is eligible to apply for funding?

Youth Sector Organisations (YSO) of ASEAN Member Countries and National Youth Focal Points are eligible to apply for funding.  YSOs must obtain endorsement from their respective National Youth Focal Points.  The list of National Youth Focal Points is as follows:

 

§  Brunei              -               Ministry of Culture, Youth and Sports

§  Cambodia      -               Ministry of Education, Youth and Sports

§  Indonesia        -               Ministry of Youth and Sports

§  Laos                 -               Lao People’s Revolutionary Youth Union

§  Malaysia         -               Ministry of Youth & Sports

§  Myanmar       -               Ministry of Social Welfare

§  Philippines      -               National Youth Commission

§  Singapore        -               National Youth Council

§  Thailand         -               Office of Welfare Promotion, Protection and Empowerment of

                                                  Vulnerable Groups (OPP), Ministry of Social Development and

                                                  Human Security

§  Vietnam          -               National Committee on Youth of Vietnam

 

 

When can YSOs apply?

§  Application is open throughout the year.

§  For standard[1] projects your application has to reach NYC at least 2 months before the proposed project date.

§  For non-standard[2] projects, your application should reach NYC at least 3 months before the proposed project date.

§  Timely submission of your proposal will provide sufficient time for clarification that may be required in the course of evaluating your proposal. 

 

What are the Funding Criteria?
C1 (a to g) - Basic Criteria

a)       Your project’s content/message must not violate the laws of the participating countries or the laws of Singapore;

b)       Your project must not engage in any proselytising of religion or political ideologies.  In particular, projects must respect the religious, ethnic and political sensitivities of the participating countries;

 

c)       Your project should be open to participation of youths from all ASEAN member countries and should involve as many ASEAN member countries as possible;

 

d)       Your project should promote a better understanding of ASEAN cultures among ASEAN youths;

 

e)       Your application must be endorsed by the relevant national youth focal point;

 

f)        Your proposal must include an action plan to generate greater awareness of ASEAN amongst youths in the region; and

 

g)       Your project must meet at least 1 of the 4 ASEAN Socio-Cultural Community (ASCC) Plan of Action and Senior Officials Meeting on Youth (SOMY) focus areas under the Vientiane Action Plan (VAP):

i.                     Building a Community of Caring Societies

ii.                    Managing the Social Impact of Economic Integration

iii.                  Promoting Environmental Sustainability

iv.                  Promoting an ASEAN identity

 

 

C2 (h to i) – Projects that fulfil the following criteria will be considered favourably:

 

h)       Your project develops the capability of the Youth Sector Organisations involved;

 

i)         Your project addresses issues pertaining to ASEAN shared objectives;

 

j)        Your project have a detailed plan on strengthening partnerships beyond the initial project period;

 

k)       Your project identifies, nurtures and contributes to the development of ASEAN Youth Leaders; and

 

l)         Your project fosters greater networking opportunities between ASEAN youth organisations and youth leaders.

 

 

How much funding can I get?

§  All projects are assessed based on their merits.

§  Standard projects that meets the basic criteria will be funded at a cap of SGD$20,000 per project. 

§  A project proposal that indicates other sources of funding, financial support or fundraising elements to cover at least part of the project cost will be considered favourably. Applicants are encouraged to seek other sources of funding when drawing up the proposal.

§  Each YSO can be funded for up to 4 projects per financial year (1 April of each year to 31 March of the following year).

§  Funding is conditional on the project meeting the funding guidelines.  Any deviation may result in a reduction or withdrawal of the funding.

 

What type of projects can be funded?

1.       The following are examples of Project Types grouped into (A), (B) and (C), which are eligible for funding, provided the project fulfils the objectives of the fund:

 

i.                    Group A

§  Community Service Projects

ii.                   Group B

§  Camps, Workshops, Seminars, Training

§  Youth Sector Organisation-to-Youth Sector Organisation partnership and capability development projects

iii.                 Group C

§  ASEAN-level sporting / cultural events & festivals

 

2.        Projects with high impact will be considered favourably.  When drawing up your proposal, you may wish to consider the following:

 

i.                     Number of youth that the project reaches out to;

ii.                    Number of youth leaders identified during the programme;

iii.                  Youth sector development or learning tools developed and created as a result of the project;

iv.                  Sustainability of project and long term goals of the project (if any) ;

v.                    Relevance to ASEAN; and

vi.                  Impact on local and ASEAN community.

 

3.        The Singapore-ASEAN Youth Fund encourages projects that are in line with the ASCC Plan of Action under the VAP.  The fund will support projects that come under the 4 key areas of focus in the ASCC Plan of Action, especially the programme areas led or supported by the SOMY.  These 4 key focus areas are:

 

i.                     Building a Community of Caring Societies

ii.                    Managing the Social Impact of Economic Integration

iii.                  Promoting Environmental Sustainability

iv.                  Promoting an ASEAN identity
